A 19th French silver plate Rafraîchissoir or wine glass chiller. These were used in the days before refrigeration to chill glasses prior to serving wine. The scalloped notches on the rim specifically shaped to hold stemmed glasses while they cooled in ice or water.
Today, they are frequently used as decorative table centerpieces, planters, or unique serving bowls.
